World Health Assembly Launches Four-Year Plan to Promote, Provide and Protect Global Health; WHO Investment Round Seeks $7 Billion in Voluntary Contributions

Opening Remarks by the WHO Director-General at the Seventy-Seventh World Health Assembly Roundtable on 28 May 2024

The World Health Assembly has commenced with great enthusiasm, and I am delighted to report that the 14th General Programme of Work has been approved. This four-year program is focused on promoting, providing, and protecting the health of people worldwide.

On Sunday night, we launched WHO’s first Investment Round, which is an essential component of our long-term plan to transform the way WHO is financed and implement GPW14. The budget for implementing GPW14 is set at 11.1 billion US dollars over four years. We are estimating that around 4 billion US dollars will come from assessed contributions if the increases promised by Member States are met. The Investment Round aims to mobilize the remaining 7 billion US dollars through voluntary contributions.

Today, we are introducing the WHO Investment case, demonstrating that if fully funded and implemented, GPW14 could save 40 million lives over four years. This will be achieved through various initiatives such as expanding immunization programs, preventing non-communicable diseases (NCDs), and providing essential services during emergencies. Additionally, we aim to make 10,000 health facilities climate-resilient and help 84 countries reach their disease elimination targets. Furthermore, we intend to coordinate responses to health threats and emergencies globally.

I would like to express my gratitude to Brazil for hosting the Investment Round as President of the G20 in collaboration with co-hosts France, Germany, Norway and Mauritania in its capacity as Chair of the African Union. I also appreciate the recent call for increased funding for WHO by G7 finance ministers. Thank you to all Member States and donors for their voluntary contributions, particularly those who offer predictable and flexible funding.
