The Battle for Sustainable Packaging: Finnish Breweries Adapt to EU’s Waste Regulation

Packaging waste regulations create challenges for investment in the brewing industry – “Extremely challenging”

The EU’s packaging waste regulation is a victory for the forest industry but a disappointment for the beverage industry, including the Finnish brewing sector. The regulation mandates that at least ten percent of beverages must be sold in reusable packaging by 2030. This requirement poses significant challenges for Finnish breweries as they will need to invest in new systems and infrastructure.

The uncertainty surrounding the legislation makes it difficult for companies to make decisions about renewing equipment and processes, leading to concerns from the Finnish Brewing Association, which includes companies like Hartwall, Olvi, and Sinebrychoff. The industry is also grappling with questions around the interpretation of the rules and how they will be applied.

CEO Tuula Loikkanen of Panimoliitto hopes that the industry can work with the EU Commission to find solutions and clarifications on the regulation. The industry seeks predictability and clarity to make informed decisions about investments and operations.

The challenges presented by this packaging waste regulation are not unique to Finland but also affect other Nordic countries. In Central Europe, breweries have already adapted to similar regulations, but long-distance logistics in Northern Europe present unique challenges.

To comply with the regulation, breweries will need to invest in new systems for refillable bottles and adapt their logistics processes. While reducing packaging waste is a goal shared by all stakeholders, implementation and practical considerations remain key concerns for the industry. Collaboration with the EU Commission and clarity on the regulation’s interpretation will be crucial for Finnish breweries to navigate these challenges effectively.
