Red Tractor Cultivation owner Kelly Waggoner faces charges of forgery, filing false documents and identity theft

Business Owner Accused of Forging Documents and Filing False Papers in Marijuana Industry

A resident of Peculiar, Missouri, Kelly Waggoner was charged with forgery, filing false documents, and identity theft on Tuesday. The criminal summons issued to him stated that he would have an initial court appearance at 9 a.m. on Wednesday, July 17. Red Tractor Cultivation, a marijuana business owned by Waggoner, is at the center of the allegations.

Waggoner is accused of submitting forged documents with signatures from past investor documents to the Missouri Department of Health and Senior Services in an attempt to comply with DHSS regulations. Court documents reveal that the value of the business was increased as a result of Waggoner’s actions.

The probable cause statement filed by the Missouri State Highway Patrol alleges that Waggoner then sold the business’ marijuana licenses to an investor from St. Louis without disclosing the sale to investors or the DHSS. Additionally, he raised capital from investors through the sale of convertible notes, some of which were allegedly used to purchase an SUV, personal items, and legal fees.

Waggoner is also accused of reusing these documents without the investor’s consent in an effort to meet DHSS regulations. The criminal documents suggest that this action led to an increase in the value of the business.

Furthermore, it is alleged that Waggoner sold marijuana licenses without informing other investors or the DHSS about it. This was done in order to raise capital by selling convertible notes to investors.

Overall, Kelly Waggoner’s actions led to a significant increase in the value of his marijuana business Red Tractor Cultivation and resulted in various charges being filed against him for forgery, filing false documents and identity theft.
