Protecting State and Local Information Systems: MACo’s Advocacy for Cybersecurity in 2024

In the 2024 General Assembly, MACo focused on advocating for IT/cybersecurity issues due to the increasing threat of cyberattacks targeting states and local governments. The association’s efforts were aimed at securing government information systems and preventing disruptions, protecting sensitive information, ensuring public safety, and delivering essential services. MACo’s advocacy aimed to strengthen support for local cybersecurity efforts and promote a strategic, coordinated, and flexible approach to enhancing cybersecurity preparedness across Maryland.

During Maryland’s 446th legislative session, concerns over the state’s fiscal situation were prominent, with weakened revenues and rising costs for government services at all levels. Despite budgetary constraints, many policy issues were debated, leading to resolutions from the 90-day annual process. MACo’s legislative committee guided the association’s positions on numerous bills, resulting in productive compromises and advancements that benefit counties’ diverse responsibilities.

MACo supported SB 981- Local Cybersecurity Preparedness and Local Cybersecurity Support Fund – Alterations with amendments during the session. The bill aimed to modify and expand the purpose of the Local Cybersecurity Support Fund but was ultimately deemed unsustainable due to budgetary challenges in the 2024 session.
