Assessment of the Pan American Health Organization’s implementation of results-based management framework: Final Report – Volume I – Global Perspective

The Pan American Health Organization (PAHO) is a crucial public health agency of the Inter-American System, serving to combat diseases, respond to emergencies and disasters, and strengthen national and local health systems. To improve its effectiveness in these areas, PAHO adopted a results-based management (RBM) approach in its 2008–2012 Strategic Plan (SP) and formally presented its RBM framework in 2010.

PAHO recognized the importance of integrating and utilizing RBM throughout its work and conducted an assessment of its RBM efforts to evaluate achievements and challenges, as well as develop strategic recommendations for further improvement. The purpose of this external evaluation report is to comprehensively review the implementation of PAHO’s RBM framework, including its impact, value, best practices, lessons learned, and areas for enhancement.

The assessment covered all components of the RBM framework and considered the period from January 2008 to December 2022 across all levels of PAHO entities. The objectives of the evaluation included documenting achievements, best practices, challenges, and lessons learned in RBM implementation, identifying opportunities to cultivate a culture of results and enhance decision-making within PAHO, generating recommendations for improving RBM implementation at various levels of the organization and with key partners, and drawing valuable lessons to inform PAHO’s future strategic planning.

By evaluating PAHO’s RBM framework comprehensively and systematically, this report aims to provide insights and recommendations that will guide the organization in further enhancing its effectiveness, efficiency, and impact in achieving its public health goals.
