New Anti-Corruption Funding Proposal: Enhancing Efforts to Combat Corruption in Vietnam

Proposal: Allocating up to 50 million VND for purchasing an anti-corruption newsletter

The Ministry of Finance has proposed that the Central Steering Committee allocate a specific budget for purchasing anti-corruption information, with a maximum limit of 50 million VND per news. This proposal is outlined in the draft Circular on the management and use of funds for the activities of the Steering Committee for preventing and combating corruption at all levels. The Steering Committee will determine the spending level based on the nature and content of the information, ensuring it does not exceed the set limit. The management and use of these funds are confidential and are sourced from the state budget and other regulated sources.

Information for preventing and combating corruption refers to any information that reports corrupt acts as outlined in the Law on Prevention and Combat of Corruption. This information can come in various forms such as verbal, written, recorded or others but must be accurate, reliable, and supported by evidence for verification. In previous years, some localities had regulations on purchasing anti-corruption information. For instance, Ho Chi Minh City set a maximum cost of 10 million VND per tip last year, in accordance with Party instructions.

Apart from funding for purchasing information, the Steering Committee’s budget also covers operational expenses such as member allowances, public services, office supplies, and other essentials. Any rewards or payments to individuals or groups for exceptional achievements in combating corruption are made in accordance with the law on Emulation and Rewards. The Steering Committee plays a crucial role in preventing and combating corruption at all levels by allocating resources effectively to achieve its goals.
