Kazakhstan’s Commitment to Advancing Knowledge: Amendments Aim to Support Educators, Researchers, and Young Scientists

President Tokayev gives approval to legislation aimed at strengthening science and education

President Kassym-Jomart Tokayev has signed into law a bill that aims to improve the financial well-being of educators and researchers in Kazakhstan. The new legislation includes several key amendments designed to recognize the expertise and contributions of educators and researchers in the field.

Under this law, individuals with academic degrees such as Doctor of Philosophy (PhD), Doctor of Science, Candidate of Sciences, and the academic title of Associate Professor will receive monthly salary supplements ranging from 92,300 tenge ($210) to 184,600 tenge ($419). These supplements are intended to acknowledge the efforts of these professionals in advancing knowledge and research.

Young scientists under 40 will also have access to scholarships funded by the investment income of endowment funds for higher and postgraduate education institutions. This initiative is aimed at promoting scientific research among young minds and creating a pipeline for future leaders in science and technology.

In addition to these provisions, the amendments include measures aimed at supporting military personnel pursuing higher education and postgraduate studies after completing their mandatory military service. Quotas have been established for educational grants to support training opportunities for military personnel in higher education institutions.

Furthermore, this bill seeks to improve legislation related to commercialization of scientific and technical outcomes financed by business entities. By enhancing legal frameworks, it is hoped that projects that translate research into practical applications can benefit society and contribute to economic growth.

Lastly, this law empowers local executive bodies with responsibility for implementing state policies related to science and scientific activities within their respective regions. Through their efforts, they can create favorable environments that promote science and innovation leading to overall development of Kazakhstan’s scientific landscape.

Overall, these amendments demonstrate the government’s commitment towards improving the financial well-being of educators and researchers while also promoting scientific research among young minds.
