Testing the Acceptability of Wind Power

A new study by the University of Eastern Finland suggests that as wind power continues to grow in Finland, local opposition may increase. Professor Lasse Peltonen and project researcher Jakob Donner-Amnell found that if wind power areas are not considered holistically, construction may face challenges. The researchers conducted interviews and surveys with experts and the general public to understand acceptability levels, particularly at the local level where issues arise.

While wind power has been widely accepted in Finnish society, concerns become more pronounced in areas where turbines are erected. The survey was supported by the Ministry of the Environment and the Tiina and Antti Herlin Foundation, with a focus on understanding factors that influence acceptability, such as landscape, noise, and fairness issues.

The researchers discovered that acceptability is influenced by various factors, including how benefits are distributed among landowners and how perceived injustices affect them. Projects that bring tangible benefits to communities, such as job creation, are more likely to be accepted by locals. The researchers also pointed out examples from Sweden and Norway to highlight the importance of addressing public concerns and ensuring transparent decision-making processes in wind power development.

In Norway, backlash against centralized decision-making has hindered onshore wind power projects, while Sweden’s energy policy debate polarization has affected the acceptability of wind energy. The researchers emphasize the need for coordinated efforts in wind power development involving stakeholders at all levels to address local concerns and ensure sustainable growth. Acceptability plays a critical role in shaping the future of wind power in Finland and beyond.
