Financial Challenges Affecting Construction Project Delays in Finland: The Case of Caruna and Hoas

Caruna frustrated by builder’s delays: Company’s response to extended delivery times

Caruna, the main electricity distributor in 57 municipalities, including Espoo, is facing criticism from Hoas CEO Matti Tarhio over delays in new projects in the construction industry. Tarhio cites examples from a project in Maarinsolmu, Espoo and highlights how these delays are affecting the start of construction projects for student apartments.

Recently, Caruna has been under scrutiny due to the Energy Agency’s new control model for electricity networks. The model freezes the value of network investments made before this year, which impacts the reasonable return calculated for network companies like Caruna. This has led to financial challenges for the company, and Tarhio acknowledges this but raises concerns about the implications of these delays on Finland’s recovery.

Tarhio proposes solutions to expedite the delivery process and start construction projects sooner. However, Caruna’s Finance and Vice President, Noora Neilimo-Kontio refutes Tarhio’s criticism, attributing the delays to reduced investment amounts and limited network construction resources. Neilimo-Kontio explains that despite the challenges, Caruna is prioritizing projects based on available resources and financial constraints.

Both parties are working towards finding solutions to address the issues and minimize delays in construction projects. While discussions continue between Hoas and Caruna, they both share a common goal of ensuring timely delivery of projects while also addressing financial challenges.
