Evaluating the Impact and Potential for Growth: A Comprehensive Assessment of the World Health Organization’s Special Programme for Promoting Maternal and Child Health

Report on the Initial Assessment of the WHO Special Programme on Primary Health Care

The evaluation covered a period from January 2020 to August 2023 and examined the SP-PHC’s performance at global, regional, and country levels, as well as external key partners. The focus of the evaluation was on the relevance, coherence, effectiveness, efficiency, added value, sustainability, equity, gender, and human rights considerations of the SP-PHC. Although the Universal Health Coverage Partnership (UHC-P) was not assessed directly in this evaluation, its relationship with the SP-PHC was considered in terms of enhancing value. The evaluation did not cover the resilience and essential public health functions (REPHF) team or Systems’ Governance and Stewardship (SGS), but these were taken into account in the wider conclusions and recommendations for the SP-PHC.

The primary goal of this evaluation was to understand how the SP-PHC contributed to improving primary healthcare globally and how it interacted with other initiatives within WHO framework. By examining its relevance, coherence, effectiveness, and other criteria, this evaluation sought to provide a comprehensive assessment of the program’s impact and potential for growth. Overall, it aimed to provide valuable feedback on the SP-PHC’s performance and identify areas for development and improvement by looking at it from multiple angles and considering its impact on various levels of WHO and external partners.
