Delays in Construction: The Impact of Extended Delivery Times on Helsinki’s Student Housing Foundation and the Future of Finland’s Economic Recovery.

Accusations against Caruna: “The construction industry is now a pawn”

The CEO of Hoas, Helsinki region’s student housing foundation, Matti Tarhio, has criticized the electricity network company Caruna for significantly extending delivery times of cable transfers and connections. Tarhio pointed out an example where the delivery time for medium voltage cables at a construction site in Maarinsolmu, Espoo, was extended to 16 months, compared to the previous 3-month timeframe. Additionally, the delivery time for electricity connections has been announced as up to 20 months, causing delays in construction projects.

Tarhio expressed concern that the construction industry is being affected by these extended delivery times, leading to a halt in investments and delays in projects. Caruna, the main electricity distributor in 57 municipalities, including Espoo, has been criticized for the impact of the new control model by the Energy Agency, which freezes the value of network investments made before the current year. This, in turn, reduces the reasonable return for network companies like Caruna.

The situation has raised concerns about the implications for Finland’s economic recovery, as delays in construction projects can have ripple effects on other industries. Tarhio suggested a potential solution by proposing a counter-proposal to Caruna to expedite delivery times. However, Caruna’s Finance and Vice President Noora Neilimo-Kontio defended the company, attributing the delays to the new control methods and financial constraints.
