Civil Servants Unite for Historic Job Offer Amid Salary Disputes with Government

Government and Unions Enter Negotiations for New Comprehensive Public Employment Offer

The civil servants’ representatives are set to meet with the Government this Thursday to begin negotiations on the 2024 public employment offer. However, the Ministry of Public Function, led by José Luis Escrivá, has not provided any figures and has stated that it is just a first contact. Despite this, all indications suggest that the offer will be historic.

The Independent Trade Union and Civil Servants Central (CSIF) are advocating for a massive public job offer to address the deterioration of public services, upcoming retirements, and the elimination of the replacement rate. They are also pushing for expedited calls, as there have been thousands of unfilled positions since 2020 due to delays in the selection processes. According to the Central Personnel Registry, the State Public Administration has lost around 40,000 personnel in the last decade.

UGT is emphasizing the importance of continuing the path set in 2022 and 2023, particularly with regards to net job creation and rejuvenating the workforce. They are also calling for promotion of 20th-century administration practices. Negotiations have started without officials receiving a previously agreed upon salary increase of 2% for this year due to delays in approving government budgets. The government has assured that it will have retroactive effects and may include an additional 0.5% based on inflation potentially raising civil servants’ salaries by almost 10% over three years.
